Not a brillaint example from Southwark council in London but the only one I can find -
Where Neighbourhood Housing Offices (for Council tenants) and the Metropolitan Police (other landlords, leaseholders and freeholders) feel that they have a serious case of anti-social behaviour and they have been unable to resolve the problem locally, a referral is made to the Unit.
The referral can be for legal action and/or further resources to gather evidence, or for non-legal resolution.
The unit will always put the needs of the victim and the witnesses at the forefront of managing cases. A package of support will be agreed with the victim and they will be updated on the progress of the case at regular intervals.
We can take non-legal action for cases in the form of:
Acceptable Behaviour Contract (ACB) - A voluntary agreement between the perpetrators and the council to stop the behaviour
Warnings to the perpetrator that further action will be taken unless they stop their behaviour
We can take legal action for cases in the form of:
Possession action (which could lead to an eviction)
An Injunction (with or without powers of arrest)
Anti-Social Behaviour Order (ASBO). Under the Crime & Disorder Act 1998, ASBOs prohibit an individual from carrying out certain acts and/or prohibit the perpetrator from a specific locality. Breach of such an offence is a criminal offence, which could result in imprisonment.
Psychological services are also involved in some schemes so that people can try to over come their urges to be abusive and inconsiderate to others.

My complaints about evolutionary runts and people who stay in their own little communities and never grow up is out of frustration.
I actually like the EU, it has done marvellous things for the very backwards UK *hugs EU*
I just don't understand why people would come here and then want nothing to do with the country and it's "freedoms" and then get angry with, to the point of murdering, their children when they grow up and behave like normal brits.
Well, you answered your own question. Too many people are indeed "evolutionary runts" and can't see past the clan/tribal dynamic to embrace the larger, global community.
Humanity has come a long way, but we're not even close to being civilized yet. Hope we make one day.
